In the high altitude Himalayas, road & dam construction generates seasonal employment for landless and poor families from the plains as well as from the high altitudes, who migrate to remote encampments to engage in manual labour. These migrant road & dam workers in the Himalayas already burdened with abject poverty, struggle to cope with limited access to welfare services, and basic rights in these unfamiliar terrains. The children accompanying their parents to these sites, often lack access to basic early childhood care and education and are sometimes forced into child labour. Recent grassroots deliberations in Leh, Kinnaur, Chamoli and Tawang have highlighted that basic shelter and safety measures that reduce exposure to hazardous substances and adverse weather conditions are much needed. Timely medical attention and regular healthcare are also critical needs, as in their absence easily curable complaints become chronic and sometimes even lead to death. Through this discussion, we seek to explore this whole range of issues and come up with suggestions for - a ‘Protocol for Safe Working Conditions for the migrant workers in the Himalayas’. |
